1. Li Peng Urges Clinton to be Wise, Statesmanlike

NEW YORK, May 16, Reuter - Barely two weeks before President Clinton must
decide whether to renew trade privilieges for China, Chinese Premier Li Peng
warned the United States Monday not to meddle in Beijing's domestic affairs.
"China for its part has never interfered in the internal affairs of other
countries and surely it will not allow foreign countries including strong
countries like the United State to interfere in the internal affairs of
China," Li Peng told CBS News.
Clinton must decide by June 3 if China has made enough progress on human
rights to warrant a renewal of its Most Favoured Nation trading status.
Clinton said he will revoke MFN unless China made "overall, significant
progress" on seven human-rights issues, including freeing political prisoners,
ending repression in Tibet and easing emigration.
Asked what he thought the main problem was, he said: "There's no problem
on the Chinese side, but I hope that President Clinton will demonstrate the
courage of (a) statesman and overcome these difficulties and make a wise
decision."
U.S. Senate Democratic leader George Mitchell said Sunday that he
favoured punishing China with trade sanctions unless it improves its human-
rights record in the next two weeks.
China has warned Washington that U.S. business will suffer should MFN be
revoked.
U.S. business groups are pressing for continued MFN privileges, which
allow Chinese exports to enter the United States at the lowest possible
tariffs.
U.S. Senator Mark Hatfield, an Oregon Republican, said that yanking
China's trade privileges could cost U.S. consumers more than $10 billion.
Hatfield, who based his estimate on new findings by the Congressional
Research Service, said an end to MFN would also deal a "serious financial
blow" to several U.S. industries.
Top industries that could suffer, said Hatfield, include power
generation, aircraft and telecommunications.

2. Senate Leader Urges MFN Extension for China

WASHINGTON, May 16, Reuter -- Senate Republican Leader Bob Dole Monday
urged President Clinton to extend most favoured nation trade status to China
without any human rights conditions.
"With only days remaining before he must decide, the president should
simply make the announcement, immediately if possible, that he will
unconditionally extend China's most favoured nation trade status," Dole said
in a statement.
"He should candidly say what most of us have known for a long time: tying
trade to human rights does not work. The policy has failed, the president
should admit it and move on," the Kansas senator added.
Last June, Clinton said he would revoke MFN this year unless China made
"overall, significant progress" on seven human rights issues, including
freeing political prisoners, ending repression in Tibet and easing emigration.
The deadline for his decision is June 3.
Dole said if Clinton did not extend MFN, which gives China the lowest
U.S. tariffs on its goods, China would retaliate against U.S. exports, costing
many Americans their jobs.
Senate Majority Leader George Mitchell, a Maine Democrat, said Sunday he
favoured trade sanctions for China unless it improved its human rights record
before the deadline.
"As of now, I don't think that the terms of the executive order have been
met. And therefore the extension of the MFN status should be conditioned with
some sanctions," Mitchell said on NBC's "Meet the Press" programme.

3. Letter: Shatoosh Wool from More Than One Source?

Two recent postings refer to shatoosh as a product of
Tibetan antelopes. Ten years ago, I was doing research
on crafts in Kashmir and I interviewed a number of people
in the trade there. What they referred to as "shatoosh"
came, they said, from the neck hairs of some goats. I felt
confidence in what they said because they were quite open
about their participation in the snow leopard trade, which
they knew I considered immoral. It seems likely to me that
the "high class" term "shatoosh" is used for wool from more
than one source. Does anybody out there have more precise
information?

Lhasa, 14th May: The Curbo [Tsurpu] Monastery near Lhasa, capital
of the Tibet Autonomous Region, issued a statement today,
denouncing the activities of making abroad a puppet reincarnated
child of the 16th living Buddha Garmaba [Karmapa] by t - fugitive
Tibetans. The statement said that the puppet reincarnated child
granted by fugitive living Buddha Shamarba and manager Doga
against the will of the 16th living Buddha Garmaba will never be
recognized by the Curbo Monastery and religious people in Tibet.
It noted that Okying Chilai, the reincarnate soul of the 16th
living Buddha Garmaba or the leader of Kagyudpa which is also
called the White Sect of Tibetan Buddhism, ascended the holy
throne in the Curbo Monastery at a solemn ceremony on 27th
September 1992 with the approval of the Religious Affairs Bureau
of the State Council of the People's Republic of China. He has
then become the lawful and universally acknowledged 17th living
Buddha Garmaba. The making of a puppet reincarnated child was a
farce in violation of the Buddhist dharma and canon of Kagyudpa,
the statement said, noting that the farce was directed by living
Buddha Shamarba, disciple and relative of the 16th living Buddha
Garmaba and his follower Doga. According to historical records,
the statement said, 164 years ago, Diarqen Ogyainxoi
Jiudeqinlinba, the personification of great master Padma Sambhava,
left prophecy saying clearly that the respected name of the 17th
Garmaba should be "Okying Chilai" who would be confirmed and
supported by the 12th living Buddha Situ. The 16th Garmaba also
left a stamped posthumous paper, indicating that his reincarnated
personification would be born in an area north of Sikkim called
Qamdo [Chamdo]. The paper also indicated the names of the
reincarnated child's parents and the year of his birth. On 10th
March 1992, four leading disciples of the 16th living Buddha
Garmaba, namely Situ, Jiecao, Shamarba and Gongzhu, opened the
sealed will of their teacher together in the Rongding Monastery,
where they decided that living Buddha Gongzhu would take up the
search of the reincarnated child, the statement said. The
mission was continued by living Buddhas Situ and Jiecao, upon the
unfortunate death of the living Buddha Gongzhu in a traffic
accident. With their assistance, the Curbo Monastery set up a
team for the mission. Strictly following the instruction of the
will in their secret searching work, the team came to the Paggor
tribe near Qamdo, as they were told by the will, and found the
reincarnated child, it said. On 15th April 1992 of the Tibetan
calendar, the living Buddhas Situ and Jiecao held a tonsure
ceremony for the reincarnated child before the image of Sakyamouni
[Sakyamuni], the Buddha, at the Johkang Temple in Lhasa. On
Tibetan calendar 1st August of the same year, the reincarnated
child ascended the holy throne to become the 17th living Buddha
Garmaba, in the Curbo Monastery at a ceremony attended by noted
religious figures in Tibet and nearly 50,000 Buddhists from home
and abroad. However, Shamarba on 5th September 1990 claimed that
the reincarnated child would be born "in a village by the Baimaco
Lake, at the northwest of the Curbo Monastery. [no closing
quotation mark as received] His saying proved to be sheer fiction
by two searches by the Curbo Monastery, the statement said.
Later, Shamarba fabricated documents and privately designated a
Tibetan child to be the reincarnated boy, and smuggled him abroad.
The statement of the Curbo Monastery said the living Buddha
Shamarba and manager Doga have committed a tragic mistake in their
deep trap of sin. It also urged them to stop timely before the
abyss of their sin.

The Tibet regional leading group for evaluating and selecting
advanced units and individuals to attend the second national
meeting on commending advanced units and individuals in promoting
the unity of various nationalities held a meeting on the
afternoon of 12th May. The meeting made an overall arrangement on
evaluating and selecting advanced units and individuals to attend
the second national commendation meeting. Principal responsible
comrades of the six prefectures and Lhasa city and various
departments and bureaus of the regional government attended the
meeting. Danzim, deputy secretary of the regional party
committee, delivered an important speech at the meeting. To
further promote the development of the progressive cause of the
unity of various nationalities in our country, the State Council
decided solemnly to hold in Beijing this September the second
national meeting on commending advanced units and individuals for
promoting the unity of various nationalities. At the national
meeting, the State Council will commend advanced collectives and
individuals who have made outstanding contributions to promoting
the unity of various nationalities in recent years. The second
national meeting on commending advanced units and individuals for
promoting the unity of various nationalities has allocated a quota
of 19 advanced collectives and 19 advanced units in this region to
be selected to attend the national meeting. The regional party
committee and the regional government have attached great
importance to the activities of evaluating and selecting advanced
units and individuals. A joint meeting of the party and government
was held in the region on 24th April to hear reports and study how
to evaluate advanced units and individuals in this region. A
regional leading group for evaluating and selecting advanced units
and individuals to attend the national commendation meeting was
established to strengthen leadership over the work of evaluating
and selecting advanced units and individuals and to make overall
arrangements for the work. At the 12th May meeting, Danzim,
deputy secretary of the regional party committee, made a speech.
He said: The political situation and social order are generally

of advanced typical examples in promoting national unity; and
using eloquent facts to demonstrate national unity and harmony in
this region and the new situation of promoting prosperity by
people of various nationalities will be of particular importance
to further promoting the cause of making progress through national
unity. Comrade Danzim called on leading cadres at various levels
to pay attention to and to strengthen their leadership over the
work of evaluating and selecting advanced units and individuals.
The top party and government leaders of various prefectures and
Lhasa city and of various regional departments and bureaus as well
as leading comrades assigned to the work must personally check the
work, make arrangements and ensure the success of the work.
Various prefectures and Lhasa city should all set up leading
groups to take charge of evaluating, selecting and examining
advanced units and individuals in promoting national unity, and
they must publicize the work. Those leading groups should properly
guide various units to carry out related activities on promoting
progress through national unity. Deputy Secretary Danzim
emphatically pointed out: If political problems occur because
leading cadres do not assume full responsibility and if there are
bad social consequences because of the selection of unqualified
units and people, the related organizations and their leading
cadres must be investigated for their responsibility. Deputy
Secretary Danzim called on party and government organizations at
various levels to publicize extensively the significance of this
work and qualifications in evaluating and selecting advanced units
and individuals, to hold various types of mobilization meetings
and to encourage the masses to give full play to democracy and to
recommend [for commendation] advanced units and individuals for
promoting national unity. Various organizations should consider
the current activities of evaluating and selecting advanced units
and individuals as an opportunity to create a situation in which
everyone will advocate national unity, do good and actual things
to promote national unity and vie with one another to become
advanced models in promoting national unity. The whole society
should protect and enhance the good atmosphere of national unity
so as to promote economic development and all-round social
progress in this region.

3) Tibet leaders attend opening of regional CPPCC meeting

Tibet autonomous regional committee of the Chinese People's
Political Consultative Conference [CPPCC] opened ceremoniously in
the Tibetan People's Hall in Lhasa on 13th May. Pagbalha Geleg
Namgyai, chairman of the autonomous regional CPPCC committee,
presided over the meeting. According to his announcement, of the
506 members of the autonomous regional CPPCC committee, 155 were
either on sick leave or leave of absence and 351 were present,
forming a quorum according the CPPCC Constitution. Seated in the
front row on the rostrum were vice chairmen of the autonomous
regional CPPCC committee, Basang, Luosang Danzeng, Jangzhong Zhaxi
Doje, Lhamin Soinam Lhunzhub, Jimzhong Gyaincain Puncog, Lhalu
Cewang Doje, Tangmai Gongjue Baimu, Gonbasar Tudanjigzha, Qaba
Gaisang Wangdui, Duojizha Rensengqinmo Jiangbailuosang, Yabxi
Wangdui, Qiazha Qiangbachilie, Zhou Qishun and Yang Chaoji.
Seated on the rostrum were leaders of the autonomous region Chen
Kuiyuan, Raidi, Gyaincain Norbu, Hu Yongzhu, Yang Chuantang, Zi
Cheng, Lieque, Buqiong, (?Yue Guimin), Puqung, Zheng Ying, Pudoje,
Namgyai, Sangding Duojipamu Deqinquzhen, Gong Daxi, Tian Fujun,
Baima Duoji, (?Luzhong Gawa), (?Qu Jiguo), Gyamco, (?Jitu Pingcuo
Cideng), Toinzhub, Yang Song and Luosang Toinzhub; and Zhang Zhu,
political commissar of the Tibet armed police corps. At 0950
hours [local time], Chairman Pagbalha Geleg Namgyai announced the
opening of the session. He pointed out: The second session of the
sixth autonomous regional CPPCC committee is a very important
meeting. The topics to be discussed and the decisions to be made
are major issues of overall significance concerning Tibet's
reform, development and stability. The session is to be convened
under the guidance of Comrade Deng Xiaoping's theory on building
socialism with Chinese characteristics. It will adhere to the
principle of democracy, realism, unity, motivational atmosphere;
thoroughly implement the guidelines of the 14th Chinese Communist
Party [CCP] National Congress, the third plenary session of the
14th CCP Central Committee and the fifth enlarged plenary session
of the fourth Tibet autonomous regional CCP committee; and
seriously sum up the experience of CPPCC work, put forward new
objectives and further promote CPPCC work in Tibet. The opening
meeting first adopted the agenda of the session. On behalf of the
standing committee, Lhamin Soinam Lhunzhub, vice-chairman of the
autonomous regional CPPCC committee, delivered a report on the
work of the standing committee of the sixth Tibet autonomous
regional CPPCC committee. He said: Since the first session of the
sixth autonomous regional CPPCC committee, the standing committee
of the autonomous regional CPPCC committee has been working under
the guidance of the CPPCC National Committee and under the
leadership of the Tibet autonomous regional CCP committee, as well
as under the guidance of Comrade Deng Xiaoping's theory on
building socialism with Chinese characteristics. Holding aloft the
banner of patriotism and socialism, it has worked for Tibet's
central task of reform, opening up and economic construction and
seriously performed its functional duty of political consultation
and democratic supervision. Relying on CPPCC committee members to
unite people of all walks of life, it has made positive
contributions to Tibet's political stability and economic
development. On the work for 1994, Lhamin Soinam Lhunzhub said:
Nineteen-ninety-four is a crucial year in the course of China's
reform, opening up and socialist modernization. To meet new
circumstances and new tasks, we must set higher demands for the
CPPCC work. The basic principle for the work of the Standing
Committee is to work under the guidance of Comrade Deng Xiaoping's
theory on building socialism with Chinese characteristics; hold
aloft the banner of patriotism and socialism; be subordinated to
and serve the important policy of seizing opportunity, deepening
reform, opening up wider, promoting development and maintaining
stability; work for the central task of economic construction and
for the establishment of a socialist economic structure; perform
in an even better way the duty of political consultation and
democratic supervision; improve the results of participation in
the administration and discussion of state affairs; and make due
contributions to accelerating Tibet's reform, opening up and
modernization. Lhamin Soinam Lhunzhub said that while striving to
do its work well this year, the Standing Committee will place more
emphasis on the following aspects: (1) We will thoroughly study
the theory on building socialism with Chinese characteristics and
constantly promote common understanding; (2) we will conduct
investigation and study in an organized way on selected issues
concerning reform and opening up, the building of the two
civilizations and the people's livelihood, and do a good job in
participating in the administration and discussion of state
affairs; (3) we will strive to maintain political and social
stability, create a good social environment for reform and
construction, display the CPPCC's unique strength in promoting
unity among all nationalities and maintaining social stability,
and make even greater contributions to ensuring political and
social stability in Tibet. During the meeting, the CPPCC
committee members also heard and discussed a report made by
(?Luojie Cuomu), chairman of the motions committee of the sixth
autonomous regional CPPCC committee, on the work of the motions
committee since the first session of the sixth autonomous regional
CPPCC committee.

autonomous regional committee of the Chinese People's Political
Consultative Conference [CPPCC] closed in the morning of 11th May.

of the autonomous regional party committee and vice chairman of
the autonomous regional committee of the CPPCC, said: Since the
first meeting of the sixth standing committee of the Tibet
autonomous regional committee of the CPPCC, the committee, guided
by Comrade Deng Xiaoping's theory on building socialism with
Chinese characteristics, has been conscientiously implementing
guidelines set by 14th CCP National Congress, the third plenary
session of the 14th Central Committee and the fifth (enlarged)
meeting of the fourth autonomous regional party committee; holding
high the flags of patriotism and socialism; persisting in the
principles of long-term coexistence, mutual supervision and
treating each other with all sincerity and sharing weal or woe;
fully promoting socialist democracy; seriously exercising the
functions of political consultations and democratic supervision
amid economic construction; and making its due contributions
towards the region's political stability, reform and opening up,
economic development and social progress. As this year will be an
important year for China's on-going reform, opening up and
modernization drive, "seizing the opportunities, deepening reform,
opening wider, promoting development and maintaining stability"
will be the overall strategies for the entire nation. Within the
realm of these overall strategies, we in the CPPCC must first
identify our position, select a favourable perspective and bring
out our superiority before we offer plans and ideas for
stabilizing the situation and promoting reform, opening up and
economic construction. In line with the principle of
macroeconomics, pioneering, in-depth and practicality, we should
actively participate in government and political affairs by
putting forward plans and ideas, concentrating on major problems
surfacing in carrying out the central tasks of the autonomous
regional party committee and government, on difficult points in
economic development and on flash topics of common concern. In
his speech, Comrade Basang put forward concrete demands on ways to
better bring out the role of consultation and supervision under
the CPPCC system and how special investigations, self-construction
and organizational services can be intensified.

The autonomous regional foreign propaganda bureau held a farewell
meeting for all members of the Chinese Tibet Art Troupe prior to
their departure for a performing visit to Austria at the Tibet
Guesthouse in the afternoon of 11th May. Speaking at the function,
autonomous regional Chairman Gyaincain Norbu said: After
meticulous and thorough preparations, the Tibet Art Troupe will
soon be leaving for performances in Austria. The troupe is thus
far Tibet's largest cultural troupe to be dispatched for overseas
performances, serving not only as a key foreign propaganda project
for Tibet, but also a major cultural exchange programme with
foreign countries. Gyaincain Norbu stated: We should, through
visiting performances, widely publicize Tibet's realities,
including political stability, economic development, social
progress, nationality solidarity, ever-enhancing living standards,
protected Tibetan culture and freedom of religion achieved under
correct central leadership and with the vigorous support of people
of all nationalities across the country in the past 40-odd years
since its peaceful liberation, particularly since launching of
reform and opening up, so that more Tibetan compatriots overseas
and people all over the world will have a correct and full
understanding of Tibet - a bid to project a correct image of a new
socialist Tibet to the world and to enhance friendship between the
peoples of Chinese Tibet and other nations through friendly
exchanges. Gyaincain Norbu said: The Tibet Art Troupe will not
only function as Chinese ambassadors responsible for conducting
cultural exchanges with foreign countries with the missions of
spreading friendship and broadening overseas publicity, but will
also be given the important responsibilities of studying, drawing
experience from and absorbing the fine cultures of the people of
other nations. The autonomous regional party committee and
government hope that all members of the art troupe will be united
as one in completely fulfilling their glorious and arduous
missions entrusted by the party and the people of the

The Tibet Autonomous Region has achieved results in reforming its
cultural system, resulting in more thriving cultural and art
activities. In the past few years, Tibet's literary and art
workers have stressed the importance of the people's cultural
life. Last year, despite a shortage of funds, Tibet built six
county cultural halls, outlined the "Dandelion Plan", formed a
regional cultural and art committee for young children and
actively conducted training for budding talents in literature and
art. The autonomous region reformed the movie screening system,
consolidated movie-screening teams in rural and pastoral regions
and screened 100 films on patriotism in the entire region.
After a year's work, Tibet made further progress in its concept of
the reform of the cultural system. Last year, various professional
art groups produced 98 scripts and held 435 performances which a
total of 350,000 people attended.
